Obviously that is a police officer, as you can see by the uniform. This pretty much implies that she is being detained or under arrest. While I don't agree with punching her in the face, he had another woman interfering with him and there were other people yelling and in close proximity to the officer.

He was in a no-win situation. He should have just put on the bear hug and wait for backup. Otherwise you just look bad no matter what. It either becomes an "unnecessary taser" video, a "beat down" video, or "sissy cop can't handle himself" video. He opted for the last 2. Just do the bear hug for the win, and then let the others that interfere incriminate themselves w/ their own video cameras.

What a lot of these "fuck the police" people lack to understand, is that US cops are actually really nice and professional (specially in Seattle); with a couple bad apples. This kind of shit gets dealt with pretty quickly in most countries.
