ok guys and girls. I sat down to make a site, but dammit I don't feel like it. I need a web 2.0-ish looking site with a forum and a few pages. I'm really not looking for anything spectacular. I do want a professional look to it. I'll insert the content. I just need a good looking custom template basically.

Forget the forum. THey are hard to game to look busy. Just one click install Wordpress, find a free theme you like, upload it, and youre live.
Hard to put content on a forum. It will either be a ghost town or your stuff will get buried.

That's not entirely true. I'm an impatient prick that cares a little.
Anyway, I was thinking about one of those paid forum posting packages and getting 1000 posts or so. Not so much with the end result being a hugely successful forum, but more for total site content with the major goal being increased QS. Something more to add to the pot than articles.
Do you think this is a waste of time/money?
