Link Directories, Web 2.0 sites, and social bookmarks : Questions

I've been hearing reccomendations about using link directories, web 2.0, and social bookmarks.

After doing a bit of research I've searched and found some websites for the above categories. However, I am unsure of which are the most effective/reputable.

Since I do not want to waste time with sites that are not worth it, I want some feedback/opinions:

Link directories: All I have is from the front page of a google search of "link directory". Some ask for money, some ask for a link-back. Are these what everyone uses?

Web 2.0: Not a clue what sites I should even be looking for in this category.

Social bookmarking: So far, I found diigo and delicious. Any suggestions here?

I made a post earlier but it is awaiting moderation. Anyways my question was this:

If I go through the list provided above and register accounts with as many of those sites as I can and submit links to my blog... would that be a complete waste of time? Or is that considered building a good foundation of links/backlinks?
