Local ISP IP Help Please- Showing Hong Kong Based

I'm in the US and for some reason my ip is shown as Hong Kong based intermittently. I can't access my servers that have country blocks enabled.

I noticed while shopping on an ecommerce site and the checkout cart automatically converted to HKD (hong kong dollars). Did a bit of research and found that the registry may be out of date for my block of ips.

Called my ISP (brighthouse/time warner) and they're saying I'm talking Greek... even at level 3 techs. I asked for a forced reset and they're unable to comply.

I'm dumb as rocks when it comes to ISP service and this is totally bizarre to me. Can anyone shed a bit of light on my situation?
 


Are you sure you didnt run any programs that had a proxy ie...(SeNuke ) If so that will change your browser to run proxy and would need to be disabled. I have a hard time believing Time Warner is using a Hong Kong IP
 
Sure I do... never made that mistake before, but will definitely double check!
