VBulletin is the best pay forum.

Best free forum is debatable... but probably SMF.

phpBB3 is free and very good.

Depends on what you need, but chances are phpBB3 will be more than adequate.

Not anymore. They improved the security a lot in phpbb3.

Depends of what do you look for in a forum. If you want a light, fast, simple forum, I'd say go for Vanilla, otherwise phpbb3 is a great choice, free, with lots of support, mods and hacks.

Not true. phpBB is as good as any forum software and if you keep up with security updates, you won't be hacked.
The latest version of phpBB (phpBB3) is excellent and almost as good as vBulletin.
