What I'm targeting are sites that have good rankings in the target market. The value of a link is based on its serps and the search volume for those serps.
For each link, cost effectiveness is determined by the link value and the quoted price. A report is generated to give the client a good idea of what kind of benefit they can expect for their money.
I'm thinking I'm only going to monetize this by marking up the cost of the links. The reason for this is I'm developing software that automates lots of this and tracks the entire process. It's just a matter of verifying the contact info for the sites and inputting prices based on returned mails. If you wanted to provide this to your clients they'd never know I was doing it and you could mark it up however you want.
