Meta Mystified

Seems meta refresh is a good way to go to hide referrer links, but I can't find any hard info on the right way to do it ...

1. mysite.com [click to] mysite.com/goto/offer.php
2. mysite.com [click to] my-other-site.com/goto/offer.php

Is #2 essential or will #1 work?

The problem has me mystified ...
