Multiple Niche Sites on First Page for Same Keywords

When a site can be ranked fairly easy for a keyword (two or three words) and is pretty popular and NEW, I notice that at least the first page of google gets cluttered with these niche sites, all containing the keyword and variations.

My question regarding this subject is the following. Do most of these sites belong to only 1 person or company, or on the other hand, there is most of the time a different person behind each site.

And my second question is, is it advisable trying to rank for the same keyword with multiple sites?. Since each site requires time and money invested I was just wondering.

Each of those sites are generally owned by individual affiliates, though most affiliates have more than one niche site. Second, if there is a lot of search traffic or a lot of competition ranking multiple sites for the same niche can be advantageous.
