Nav Bar Table Cell Problem

Hi this is my first attempt at designing a website. So it is probably horrible convention. I can't seem to figure out why my nav bar converges into the title even if they are in different rows in the same table. Also the background keeps getting messed up on Mozilla Firefox. Please let me know if you have any advice thanks.
