Well I have a friend of mine who is an excellent programmer with more than 10 years of experience. He recently asked me if I find anyone in need of programming work with good payout then let him know.

The problem is he is from DC presently in Germany and his salary is $6k per month. Not sure how much worth is your project and what your offer will be.
