The site is different enough that you cant do anything.. it has roughly the same layout.. but chances are , you will find another hundred sites that are also roughly similar layout..

thats the reality of internet.
 
yeah....im sure there are also many other sites with same look/feel.....how did u even find the copied site???
 
letter to the ISP threatening legal action for breach of copyright. Probably won't work but you never know.

A DMCA takedown notice is probably your best bet as mentioned above, however the hosting provider or data center don't have to do anything about it if they do not reside in the United States, as thats the only place DMCA holds any weight.
