I am in the process of setting up an incentives GPT site and am looking for some more networks to use before the site launches in a few days. If anyone knows of networks allowing this type of traffic, or any AMs see this post, please let me know here and I'll use your ref link.
Networks allowing GPT traffic?

My partner on the project dealt with finding the initial networks we are using, and I'm pretty sure azoogle, cpaempire, and cxdigital told him they weren't interested in the traffic.
I can't speak for all networks, but many networks have closed their doors to new incentive publishers (especially those using ShiftCode, FSR, or some other out-of-the-box software). Some networks have gone so far as to extend that even to their existing incentive publishers. There is just way too much fraud in the incentive model and it is slowly becoming less and less worth the hassle.
Yep incentive sucks last year I got kicked from a few networks including maxbounty for being an incent pub. But they did say I could come back as a regualr pub. Nowadays it is really hard work to make a buck in GPT unless your established or unique.

Neverblue won't be either. I just talked to my AM there about this yesterday and with the exception of some of the older, big money people who are grandfathered in, They don't allow incentive sites anymore.
She said it was at the request of the advertisers.
RevenueBoost, RevenueUniverse, InstantDollarz and LeadPub are some decent ones. They all have a ton of incentive offers that convert really well actually. Give them a try.
