+1 from me on this. I'd vote for kind of a pre-defined sheet which providers have to provide when selling something like blogrolls, how about for example domain authority of opensiteexplorer, links according to majesticseo ? Would kill like 90% of the scammers with fake domains.
EDIT: did not see the post by Creator, seems done in same minute, sorry for doublepost...

Blogs selling links must have:
a) Domain Authority of ___+
b) page aauthority of ___+
c) backlinks history that shows inbound links from higher pageranked sites
d) must be from actively updated blogs
e) must post a link to your WickedFire profile on blog before you begin selling links
Some simple rules like that would probably kill a lot of the BS.
I think PA and DA, doesn't really work out much as I have a site PR2 with PA75/DA70, it can easily be manipulated with just mass blog comments with the anchor text matching your title tag.
(I can send you the site just pm me)
I was shocked when I see my PR2 has far way more PA and DA against most PR5,6,7. Should there be a certain PA and DA to relevant PR? I doubt so.. cause PR and DA itself are different metrics of ranking a site from 2 different backlinks crawlers. google/moz.
Like said by Andrey in his service.. his PR0 has far way more DA and PA than other blogpost provider here who provide PR blogpost that consist DA and PA of 1? - 10? - 20?
But that doesn't mean or conclude that other providers PRs are fake.
Secondly I wouldn't vouch for OSE because they are lagging behind in crawling, recording and updating, new links and links that were removed, so the DA and PA records are always like months behind or maybe close to a year behind.
(Just so you know half of my 4000 domains that is pointing to my PR2 has already been dropped, but ose did not update it even after 6-7 months and it is still showing PA and DA of 75..for my site, this misleading data is very harmful)
Not to mention if ose have the ability to actually be able to find 50% of the backlinks and make a real record out of it. No one do better to find your backlinks other than google(in your webmaster account) the billion dollar company.

Seo Majestic is a tool I love, I have even subscribed to them, but recently i found out they are unable to find some really important links towards certain sites that i am checking on. But my other tools are able to locate them.
Here is an example :
Manage Time Like A Pro | Best Time Management Tips
This PR5 might seem fake to most of everyone, because it has low pa and da(due to lack of ton's of unique domain backlinking but has few strong quality backlink to it, like said just blast your blog comments with relevant you will acquire high pa and da, want proof? ask me for my pr2 site.. how can it have pa/da of 75 when most pr6 only have like 50-60? does that mean you should pay me $400 for blogpost on pr2 instead of pr6 because my pr2 actually has more authority?)
Ok shuck I will just give out my pr2 site for public to learn this case and flaw. This is only one of its sub page which have pr0 and yet PA as high as 67... All I did was buy a blog comment service on wf here to blast it and walla.. my pa is higher than most of all your sites that has pr3 and above.
Make Money Online Article | Make Money Online | Earn Money Online
For the main domain you need to go ose and type it in to check, its currently redirected to my PR7 so it can pass its backlink juice to my PR7.
Ok lets continue with the case....
Then you go on to check its backlinks on majestic.. whao the link profile is so shitty... 100% fake pr5, ................... hold on.. does majestic show you one of his many pr source backlinks from authority site youtube itself?
Which is also pr5 with tons of authority - [ame="http://www.youtube.com/watch?v=F1veY4sGLrg"]Master Time Management Skills - The Se7en Secrets (Equilibrium Formula) - YouTube[/ame]
So just because majestic and ose doesn't find and record these links.. it doesn't mean the PRs are fake.. you need more indepth and detail research. How many of you actually were able to locate its youtube backlink?
