I have the same offer in 2 different networks, The payout is different on the 2 networks and on one of the networks, it says that the pixel will not fire in 3 states. On the other network there is no mention of the restriction for states. Is it safe to assume that the state restriction is really on the offer itself and one network didnt mention it or could the same offer have different qualifications depending on the network?
