Someone offered me 35 dollars to put an ad on a specific page of my site. The page doesn't really get much traffic if any. So is this a good deal, should I put a time restriction on it like for 6 months? I never had an offer before any advise would be appreciated, thanks.

When I get those random emails (the more sites you run the more of these you'll be seeing) if they have a price in it that seems fair, I accept for 6 months.
If you find someone offering your decent $ at /month or /6 months set up a paypal subscription. You get an email if it doesn't renew, no more add for Mr. OverHisCreditLimit.
