possible to geo target searchers on google by street?

Hi,
is there anyway to geo target users in adwords by street?
if not, know an ad network where I can do this?

The closest you can get is zip code targeting I believe:

Inside AdWords: Get Local with ZIP Code targeting

You can bulk upload several zip codes as well, so that's good.​

It's how far I gotten too but it's still too broad.
I got a list from a friend for his project (fibers) of streets where fiber cables are installed recently and I wondered if I can target just these streets, spreads through 3 ZIPs but with lots of blanks (streets that aren't connected yet)
they've been hitting them old school via mail box but that's lots of wasted labor and money.
Custom audiences is out too because of no email addresses
