Will a un-related site linking to yours still give you the same PR as a site that is related to yours? I've heard it won't, but I just don't know, it doesn't sound right to me.

No. Your PR goes up the more related sites link to you. If completely unrelated sites link to you then the search engines see it as more link farming than anything else

But some random site linking to you without you providing a backlink isn't going to hurt you either..

Even without trying you are going to end up with spammy links. It's the ones you don't want that are the easiest to get.
