I remember buying links like this back in 2003 and then all University and College links were slapped and devalued. Has Google forgotten and now these links are pulling juice again? How are these links placed as just a list of links on a PR8 site is pretty obvious?

Yes, almost everything eventually recovers.

The links are below-the-fold in a not very visible place on the site with the header "Links".
