Looking for someone to replicate an interactive map system like this:

Needs to be able to:
-Have easily definable boundaries for a variety of map shapes/sizes
-Read assign specific boundaries an ID to pull information from a corresponding excel sheet
-Be able to link up to a database to determine whether or not the lot is available. Color coded green for available, red for not available.
