I've been looking into directories online, both paid and free. Is it worth the $299 that yahoo is charging for a submission or are there other directories that are cheaper and/or more effective? Any feedback is appreciated.

I suggest you not to use yahoo directory as its too costly , in the same price you can buy a lot of links in other directories .

Never paid for a directory link and I'm still ranking nicely. You could try getting into DMOZ, but you need to be lucky to get your website approved.

I don't think I get get approved for DMOZ because the site I'm trying to get ranked has duplicate content which is against their rules. Other than directories, what can I do to improve PR? Article writing, link building ect.? I'm a noob at SEO and just need a point in the right direction.

well if you want some SEO tips my advice is to not have duplicate content. I can't think of a search engine that doesn't penalize you for it.

things to improve your PR include:
having a blog which you regularly update (more often than not people don't bother with this)
Guest blogging (you have to produce good content for this)
Link methods such as pyramid, exchange etc
creating squidoo lens or hubpages (though they have taken a recent hit in the google update they are still very useful).
Focuses pages on the different keywords you want to rank for ie don't have the same keywords across all your pages.
articles are a big one.
Press releases

Of course that is just the tip of the iceberg. Unless you put in these hard yards you will not see results.

You can get the same outcome with smart link building from good old High PR blog commenting, Social bookmarking, Web 2.0 link juice etc.

If need more help on link building PM me

When you say "high pr blog commenting" are you simply referring to commenting and leaving a link to my site on a popular blog?

Well, don't forget that Yahoo directory is $299/year :) for that amount of money you can obtain a lot of good links from other directories.
Yahoo has a huge authority but don't forget more urls is better than one :)
