On ringtone offers you can either get paid on cell submit or on the pin submit. What is typically a good rate on cell submit?

Payouts dont matter, EPC is what matters the most. Test the offers out and see what your EPC is.

If i paid you $3 for a lead and your traffic converted at 50%, then you earned $1.50 per click VS and offer that pays 410 but only converts at 10% your EPC is $1, which payout is better?

EPC is the metric we work on, but I'm talking mostly about going rates. Our company is selective on the offers we put on our network and it takes a lot of time and resources to put offers up. So we try to be selective and only take the offers that we feel will convert and are competitive pricing wise.
 
I would agree, better paying offers that pay per lead doesn't always mean you will earn more than an offer that pays less per lead. Lower paying offers are normally easier to get leads for unlike the higher paying ones.

You need to look into EPC/ROI.
 
depends on your traffic quality. if you get traffic from a flashy online game banner, maybe try some low cpa offers
