The real reason it happens is that the burden of the stolen money doesn't fall on the consumer, or in this case, Target.

The burden falls 100% on merchants where the stolen card numbers are used. The credit card companies don't provide them anything reasonable with which to discern fraudulent transactions. They do, however, fully refund the actual cardholder and leave the merchant holding the bag. In most cases, this is a small business with little ability to effect change.

If you're the thief, the risk is low and the reward is high.

If you're Target, there's very little backlash for your flub, other than a minor PR shitstorm that goes away in a month.

If you're the bank, Visa, MC, etc, this does almost nothing to your bottom line.
