Anyone know of any and where they're at?

To my knowledge, there are 0, which is bizarre
to me. Russia is a pretty web-sophisticated
population.

i have seen a couple there...that's all
population needs to be e-payment sophisticated not only web.
 
More than plenty, all network owners open to giving conversion statistics on every offer publicly and flexible on how you obtain your traffic so long as it converts. Unlike 95%+ of networks ran by western kids which do the following:
# require you to sign up with them before you see their offers.
# request giving them a 'blast' to check the conversions.
Best advice which has probably been given on the forums is: Don't restrict yourself to one language.
 
being a guy from "Russia" I can say that we really aren't "e-payment sophisticated" actually..

most of russians only do research via internetz and then go buy stuff they like at the stores..

our "affiliate marketers" are promoting different scam targeted at children & teenagers.. (who pay via sms): "read your girlfriend's SMS app", "app that scans through clothes and makes a pic of naked body", "the so-called AUDIO-DRUGS.. which are just random synthesized sounds having no drug effect at all"...

..so yes, that's pretty much Russia's affiliate marketing these days :)
