Russia is also ratcheting up the rhetoric regarding the missile shield the US is building in Europe:

Russia may deploy missiles that it says could destroy NATO’s planned missile defense system in Europe and withdraw from an arms control treaty with the United States if Russia’s concerns about the shield aren’t addressed, Russian President Dmitry Medvedev said Wednesday.
Medvedev also announced that Russia will take a series of immediate steps that includes equipping new ballistic missiles “with advanced missile defense penetration systems” and drawing up plans to disable missile shield guidance systems.
“If (those immediate steps) prove insufficient, the Russian Federation will deploy modern offensive weapon systems in the west and south of the country, ensuring our ability to take out any part of the U.S. missile defense system in Europe,” Medvedev said in a live address on Russian television. “One step in this process will be to deploy Iskander missiles in Kaliningrad region.”

This is the loudest saber rattling I've ever heard from any country other than Iran... (Except maybe us.) I gotta question though; Why would he address his country with all of these details? Seems to me it was a clear message he meant for obamas' eyes mainly... To get through to the US (with kind of a threat implied) something that he couldn't get through in person.

Russia is completely in the right here to make demands in regards to the missile shield being deployed near their borders. You can spin the objective of the shield however you want, but the fact remains that it severely undermines Russia's ability to use their nuclear arsenal as an effective deterrent. If the shield would be deployed the way it is currently planned, the strategic balance of power and political influence will make a tremendous shift.

Yeah, doesn't the US remember when Russia setup missiles in Cuba? The US got pretty pissy about that, so can't really blame Russia for doing the same when the US sets up missile systems in their backyard.

Russia should go setup some new missile batteries in Mexico, and just say, "no worries, we're only help protecting our allies from Chavez. nothing to see here, move on".

Russia just crying that they are not the super power they use to be in the cold war is all.
 
"effective and low-cost" countermeasures means blowing stuff up. There's a lot of communication going on between the lines in this speech. He uses some of the same language the US did towards Egypt and Libya when he talks about doing something of substance vs. empty words.

He's also using a technique similar to hostage negotiators- before a tactical move, sometimes it is wise to let the opponent know what you are going to do, to keep them from escalating the situation.
