Script to block IE browser and Landing Page

I have a site with CSS issues in the IE browser. I'm having these CSS issues resolved, but until it it fixed, I need to block my site from being viewed in IE. When someone visits the site, i'd like a landing page to pop up instructing them to view the site in Firefox or Safari and possibly have the landing page provide links to Firefox and Safari.
