I got a review copy of this service a while ago.
Communication, as always with seodon, was top notch. The report was clean and easy to read and even includes username/passwords for the forum stuff, bookmarks, and blog posts.
The content was spun heavily, not particularly readable but it all passed copyscape. A couple of the wikis had been taken down but you kind of expect that with wikis.
What really matters are the ranking results. I was targeting a couple of new keywords on a new page of an established site. No other link building done on the KW yet and the term was low but not non-existent competition. This package alone knocked me up to right around the #5 ranking from nowhere on a low competition term, which was definitely worth the price of admission even if I'd had to pay it.

I'll be honest, I've been slammed stupid with other work right now and haven't had a chance to go thru to give a grade on the report but as to answering the question, was it effective, I'll leave this right here.
