service provider asking me to file a PayPal dispute

I bought some articles and was totally not satisfied, articles sucked even after they were redone ( because they sucked even harder before ) and even contained a piece of text taken from one of my own websites in that niche :D; the service provider agreed to issue a refund.

He said "Please file a dispute and I will grant it."

I don't understand why should I file a dispute when he has a "Issue refund" button for every transaction...

I think I'm missing something, does it sound fishy to you?
 


haha. yeah, no one wants a dispute on their record when they could just refund you.
 
If You are not satisfied he must refund the payment. You must keep emailing him. Well Tell him to provide Quality or return the full or half payment.

At OP:

I'm assuming you asked the provider to clarify his reason for requesting a dispute. What was his response?

If you neglected to ask for clarification, start there. Maybe the provider misunderstands how to use Paypal.

no, I'll send him an email now, I just wanted to know what was going on and turned to WF to ask what you thought about it, as I have never filed a dispute before.
 
he said "too many transactions to find your one" ( note that I had specified a trans id )

I emailed him back explaining that his excuse is hard to be believed, and sent him the instructions to find transactions ( a 3 clicks process ), he then refunded me.
