Spamming Ecigs On Skype?

I've had my Skype on for the last few days and every now and then a message pops up from someone I don't know. Almost nobody knows my Skype number, so I don't know how they do it. Anyways, I just got a message where they were promoting e-cigarettes and had a message/link to their affiliate e-cig page. Is spamming Skype a viable way to affiliate market? It can't cost much, I assume. Do these guys just have programs that somehow get Skype usernames and spam away? If it's just a program I don't see why everyone wouldn't just do it, in addition to whatever else they have going, and run the program in the background.....but I'm maybe not seeing the whole picture.
 


I met a guy at affiliate summit who makes a living spamming twitter. He spams twitter from 12am to 2am, because in that amount of time, by 2am he hit his daily lead cap of 200 conversions. (200 x 35 = 7k a day) Its not targeted traffic, but the volume of traffic exists, so if u saw it 3 days ago, and then today, its likely it is still working for the spammer.

I have no idea what the cost to the spammer is, probably $500 for a VPN proxy that he has to renew every week or so, and THATS ALL!
