That's not entirely accurate. A search on Google and the various mainstream dictionaries define them differently..
But largely when it concerns those who are interested in politics/philosophy, it means "without rulers."
And as a side note (you may already know this), just shooting the shit here..
It's why the "-capitalist" (AnCaps) or "-communist" (AnComs) suffix is added to it.. Anarcho-Capitalists don't believe in the state because its relationship isn't voluntary, but add the capitalism bit because working under or over someone is voluntary.
AnComs believe that working isn't voluntary, because you have to work in order to survive (which is like saying living isn't voluntary because you have to breathe air to survive). And therefore assert that property is theft, lol. I've always experienced a "wtf" when talking with an AnCom.
Like in this debate between Peter Joseph of the Zeitgeist movement (ancom) vs. Molyneux... Somewhere in that 2 hour long debate, Peter indirectly suggests that Molyneux's daughter selling lemonade is an act of aggression.
