Targeting Entire Niche or Just the Big Fish?

Let's say I found a niche with a couple "high search" terms on 7search, and a bunch of lower search terms. None of them have much traffic, but could get a positive ROI given that most clicks would be $.01.

I know how to use the dynamic keywords in the ad, but...

1) When you guys are designing pages that scoop up the lower-search terms, do you try targeting a few general landing pages to make them relevant enough so the user doesn't hit the back button?

2) Do you just make one landing page for the overall niche and cross your fingers that they click

3) Do you guys just go for the higher searched terms since clickthrough rates even for #1 ads is estimated at just less than 2% and say fuhget about it for all those coming from 20 and 30 search terms?
 


I don't know about everyone else, but I will only use one landing page/site and bid on all the keywords that are somewhat relevant. You can't really change your content to match the less searched terms or else you will get the lower paying adsense ads. Does that make sense?
 
With the content of the page. I have like 2 h1 tags with the high paying keyword, plus the subdomain is the keyword (keword.domain.com) and a couple paragraphs about the keyword I am targetting.

I'm not automated like some of the others on here. When I have some time I will be though.
