Targeting restriction on new FB ad account?

Just got a new FB ad account and I no longer have the option to target based upon likes.. Old account still has the targeting option though.. Anyone else experience this?

It's gay AF. I emailed a request for them to change it but doubtful I am.

Looking for a old ad account to buy to get the old (hella lot better) targeting back.
