I was reading a thread about a week ago on here about someone who couldn't get real ads to show up. People were telling him to keep refreshing so that more impressions were made, thus the Google ads would start show relevant ads.
However, I reading some Adsense tips on this one website and he says NOT to refresh your browser when testing your ads. He says :

My understanding is that if you dont click your ads, who cares? This guy seems to be against the whole refreshing thing, regardless if they are accidently clicked.
Maybe his theory is that your accidental click will be more suspicious due to the fact that you refreshed the page so much.
Im not sure. Can anyone shed some light on this?

If you are testing your website layout with Google adsense, follow some precautions. Or you can use the unofficial Google Adsense Sandbox Tool that is accessible from Firefox, IE and other browsers to see what kind of Google ads will be served based on content (website address URL) or keywords.
Then he says :
If you are testing your new website layout, you might be reloading your website pages again-n-again. And if these pages contain Google Ads, each time your reload your page, you make a request to Google Ads Server for a new set of ads.
Certainly Google is unaware that you are testing your website and it might even penalize your account for "click-fraud" since the IP requesting ads remains same.
