Thoughts? Full-time designer wanted - possible to outsource?

Hey WF,
I'm looking for a full-time designer for our company - contract basis.
We were looking at the Philippines initially but so far two of two have been strikes.

We don't want just a company or project based contractor because of the spontaneous projects that come up AND the lack of follow through we see with contractors - sometimes they hit deadlines and sometimes they just don't do the work.
Questions:

1. Anyone had luck with Filipino outsourcing companies?
2. We would prefer English speaking designers from the Americas if possible due to the time difference. Any ideas for places to recruit besides Odesk etc?
3. Budgets? We have gotten bids of $1000/month from outsourcing companies... Is that a bit high?
4. Budget for South America employee? What are others seeing out there?

I think a designer is hired by trial and error. Meaning not all designers will meet your style or quality. Sometimes they can even do the work but are not very creative.

Argentina has some decent designers from the work I've seen. Post up on Craigslist, maybe even try to find a local technology forum or something. Ofcourse if you don't speak spanish finding that might be hard. But you could search for .. "Foro de Diseno Argentina"
 
thanks Nick. Heading that direction, but I do want someone that speaks English well as we will be doing both English and Spanish work!
 
Depending on the work load what are you looking for? I might be interested. I'm located in the United States and have the time. My experience with out sourcing is there good for programming not so much design. PM me if you wanna talk
