The idea is finding clients who need a site built or web design work and outsourcing the dev work to a company.

depends on where your outsourcing, if you can get a good designer in india/philippines that will work for cheap you can make some good money brokering web design services, but like micker said, the market is extremely saturated so its hard to find the clientel.
