For that I would charge $7,500 USD.
Around that number at least.
The site seems like you would have to build, or install a pre-existing, CMS for the people to run the site. That right there makes it at least 4 digits.

This sounds like a disaster. I'd bid double what this costs, and sub out the work for what it should cost to a web design TEAM if I got the job. I'd just manage the project.
