Website redesign

Hello all

A friend needs his website redesigned so it's more appealing. You can view the website as it is here.
Text can be kept but just tweaked for SEO purposes where appropriate. Just after some recommendations for someone who could do it at good prices.

In an earlier post I was reading someone commented about finding designers on Elance or odesk. Are they ok over there? Will they do a very good job at competitive prices? Also he wants some one he can speak to when he needs to make other quick changes here and there. Can that be accomplished easily at Elance and Odesk?

his template is built on top of joomla, has he looked into the vast amounts of templates available online that could make things a lot easier and cheaper for him?

I like the current look of his site, the design is pretty sweet.

No, he actually just began taking an active part in the management of the business and wanted to start of with making the website look better.

He's doing a few other things hence why he wants someone to look after this.

So any recommendations?
