What is the best way to 301 your old SRPS disgraced site?

Yeah, its all in the title. Are there good and bad ways to pass the link juice from your disgraced old site? Google dumped my quality site and I need to move everything on a new site. Ideally I would want to start another quality site, so need 301 strategy that is as "white hat" as possible.

Experts, please chime in.
 


Yeah, over course of 2-3 years I've made over 15,000 anchored links etc. I looked into reconsideration request and found that it is so much work, it is easier to start afresh. Most of my links can't be removed, and certainly that would mean contacting thousands of webmasters etc. As well, as I understand, G. is a real pain when it comes to reconsideration, they leave you waiting with no answer for a months, they are giving you all their snobbish attitudes. Plus, there is no guarantee that they'll remove the penalty.

Long story short, it is time for a new site.
