How cheap we talking? For $170 you can get the Nexus 7. Its 7" which is pretty good for reading unless you're reading novels.

For what you're doing I'd bet one of the cheap chinese tablets would work well for you. The thing to look out for is whether the touch screen is capacitive or resistive touch. A lot of the REALLY cheap $39 iChina's use resistive touch which frankly sucks nuts. Remember using a stylus on a Palm to get it to register taps? Thats resistive. If the product description doesn't say capacitive, and it's an iChina tablet then you can bet it's resistive.
