What's the latest with BPO? India, China, Philippines?

It's been a while.

I'm going to need some outsourced talent with a non western paycheck. This will mostly be higher level stuff than usual, more on the level of programming and sys admin tasks as opposed to data entry/admin.

First of all, best country to look? Looking for attitude to work and reliability. I'm be happy to pay a bit extra for someone who is reliable and knows his shit. Few years ago it seemed to be the Phillipines but the balance can change. I'm looking for generalisations here.

Second, wheres the IM'ers searching for BPO talent these days. The SERPS are littered with pay $xx(x) monthly to us to post and communicate with workers. Is there better places to look or this the norm?

I'm going to be hiring people on a per job basis to begin with with the goal of eventually hiring the best full time. What sort of hourly rate am I going to be looking at for an experienced coder/sys admin? Significant difference between hiring someone personally or going through a BPO company?

Eastern Europe. Fact. Both in attitude/culture and quality. No "yes sir" types (in Asia they do not like to say no etc) even when they can not do that.

I can help you out with sourcing talent. Have been working as project manager/human resource manager for a while.
 
Poland and Ukraine house huge numbers of highly-skilled sysadmins. Many of them are already in teams, they have great English, big experience and are devoted to the job. We outsourced several tasks to them and were always satisfied. We even know a Ukrainian team BNP Paribas outsources their work to, these guys rock.
As compared to Philippinians... well... It's like BMW and Geely, if you know what I mean.
As for the price... Wages in Eastern Europe are usually thrice lower than in the UK. A worthy investment, I'd say.
 
The Philippines is Volkswagen while India/Pakistan are Geely.

But Ukraine/Poland/Belarus are the Mercedes Benz of technical outsourcing.
 
Every Russian sys admin I've worked with has been brilliant and extremely well priced, can even recommend you some if you'd like.
