Why is the geographic targetting of TV advertising so bad?

I"m in Vancouver, BC, Canada.

I often see ads for local elections in New Jersey. I see ads for Lawyers in Michigan, etc.

Why is the targeting so bad?

As an advertiser I would get pissed that I was wasting valuable impressions on an audience that will never convert.

You think in this day in age, with all the technology we have, that they could sort this shit out? Kinda makes me think there is an opportunity there. Maybe they don't have enough "Run of traffic" ads to fill those spots if they cut em' out?

Because you can buy national, regional or local spots.
