Why is that we can't double sell for grant & biz opp offers but for other rebill offers, we're allowed to?

Probably has something to do with the fact that eg: acai+colon you're selling two different products, while if you're selling two bizopps you're selling the same product twice.
 
Think about it this way. These rebills are already scammy as fuck, at $80/month. Double that and you have an extremely pissed off customer who most likely WILL be complaining and raising a shit storm. If the offers are from two different advertisers, its not so bad (still shitty), but if the same advertiser owns both offers he will have a hell of a pissed off customer, which threatens their merchant account, etc...
 
The number of complaints from double selling offers is much much higher than a single offer. People that aren't happy with one charge assume it is fraud with the second or third charge.

Also a big part of these advertisers revenue comes from the actual lead itself and not just the rebilling. Those leads are sold and resold to again and again. If twice as many people are trying to sell to the same lead over and over again the lead is worth less money to the advertiser.
 
Also, there's a lot of offers by a handful of advertisers, so they're buying essentially the same product with a different label.
 
Customers who sign up for biz opp and grants are usually broke. Most don't have enough money in their account to cover two $90 rebills and additional upsells.

The colon+acai demographic is slightly more affluent, having money to cover both rebills.
