Wordpress User Upload Plugin/Script

I need a plugin or script for Wordpress that allows users to upload and submit pictures and videos...

Perfect example: This is Photobomb: Photojackers of the World Unite! Submit a Bomb

I cannot find a plugin for this, I am willing to pay someone to write it.

Wordpress already has this functionality on the back-end. If you need it done on the front end I can create a custom plugin for you. I'm currently booked up until the end of February, PM me if you have the time to wait and/or still require this to be done.
