If I wanted to build large groups of Wordpress sites that pulled RSS/XML/Syndicated content feeds based on keywords I specified and could manage them all from a central dashboard, what would that be written in or does something like that exist?

What I'm imagining here is being able to tell my server to deploy x amount of blogs about <blank> and populate them content from feeds, then manage the linking structure/content from said dashboard.

There are plugins like MyReview plugin that can import and post from feeds, but I'd like to be able to

1. Automate the process of pulling the feeds and posting them

and

2. Scale it out to multiple sites rather than creating each site by hand.

the makers of WP-Robot came out with some centralized control panel solution for managing a bunch of blogs at once from one place:

WP Robot Control Center

I've never used it but it's worth a check

If you need finer-grained control, a lot of the autoblog plugins that use RSS/Atom use this:
