I'm sure there are much younger, I mastered Ad words when I was like 16-17 in high school.
You don't need a certification to do great work, also those SEO books? Don't equate to shit in experience or track records.
Also nice work to the person who dug up all of his info. People online claim they are this or that, but in practice their skills are worthless.
