Yahoo / Adwords / AdCenter QS Comparisons?

In my experience I've found google's Quality Score much much harder to do well on than Yahoos.

Is this the case? Also I have not tried AdCenter yet but how do they compare for Quality Strictness?

Finally does 7search or any of those 3rd tier networks have any Quality Score type things.

This quality score is really the only thing i'm having trouble with at the moment.

Yahoo=Doesn't give a flying fuck about "QS" or whatnot.
AdCenter=Have the word on the landing page, and you're fine.
