I think I have read at least a handful of stories of them confiscating subs from random south american countries over the last 10 years. I mean it's the probably the "best" way to do it and there are probably others they have not found.

There was a Nat Geo special done about smuggling and part of it dealt with these semi-submersibles. Originally they were designed to be used once, then destroyed, but they have been finding some built with certain materials designed to withstand long term exposure to the seawater and exhaust their heat deeper into the water so they won't show up on infrared scanners.

It is supposedly hard as hell to get a visual on them from the air; the only way to catch them is by patrolling with boats that the subs can't outrun.
