Ok, here's the thing...

I was slapped. So I bought a new domain, made some changes to the content, and put the campaign up on a newly created account with a budget of $250. Then it tells me: Ad showing? No, You have reached and exceeded your budget (the QS is Great).

Ok, I figured Google didn't like such a "high" budget for an new account so it probably triggered a manual review of my account.
So I create another account, budget $99. Same thing, ads now showing blah blah...

WTF I think, ok one last try, another account, budget $25. Still the same message...
So I figure that I figured it wrong, and that it's not the budget that's causing these campaigns to give me this message...

P.S. the ads on my seasoned accounts are all running fine.

Does anybody have any idea what this is about?

I'm pretty sure new accounts and new campaigns don't go full throttle before manual review, unless you've got excellent account history. Content definitely takes a few days to get going full power.

Should've just waited a couple of days instead of opening a bunch of accounts and copying your campaigns (g$$gle now might think you're trying to cross-serve)

And yeah never call them, it's just going to flag you for scrutiny.
 
I called them, because it was a CC issue. When I tried to re-enter my CC info it was declined so I couldn't do anything. Anyway, all is good now, my ads are running again. The new account must have triggered the "same CC on x accounts alarm".

P.S. I've called Google a few times before without problems, if there's any policy breaking stuff in there I always cover it up a bit beforehand. Never had any problems.
