Russian police work on commission. If they were to waste 2 hours trying to file paperwork for this funny shit, they would lose 2 hours of possible bribes. Not to mention this shit is being filmed, so it would just be a bureaucratic clusterfuck that might waste a whole day.

Well yes, the base salary is something insulting that will not even pay for rent. Naturally, the rest of the cost of living has to be achieved with bribe money. Mostly small bribes, here and there, i.e. for traffic "violations" or "missing" passport stamps.
Justice in Russia? LOL. There is no revolution because it is now obvious to everyone in Russia that the country is not likely to get much worse or much better - it has always been in this state of semi-anarchy.
You just gotta accept Russia for what it is. A few people control the oil, a few people control the nat gas, a few people control the mining. Hottest chicks in the world and rampant alcoholism.
Why change it? It's the funniest country on the planet, imho. Ever been in a nightclub that is 80% chicks? Ever been at a beach where you suddenly find yourself swimming less than 500meters away from a surfaced diesel sub? I love coming back there often to visit.
