Error Establishing a Database connection- Wordpress

So I can't for the life of me figure out this error. Little background:

1.) Sold website to someone and transferred them the domain
2.) Had nameservers changed over to them
3.) Backed up my website and sent them the files
4.) Said person attempted to install wordpress and didn't work out for him...he didn't have Cpanel or any quick install ways to do it. (A later learned that wordpress has a little built-in feature for this. Import/Export but can't do that now because I can't create the import file without the website working)
5.) So I had already deleted the files off of my host. Ended up uploading the backup back in to my root directory and re-installing wordpress. I also had to create a new database and a new mySQL table for this database. Nameservers changed over to me
6.) Domain Propagation ends. I get the error "Error Establishing Database connection"
 


Update:

I seem to be getting somewhere...

I checked the Wp-config.php file and the Database Username and Database Password were not the same in the myPHPadmin and said file. So I changed them to be the same.

Now the home page loads but nothing else does...umm

Looks like more random pages are starting to load. Perhaps a cache issue and I actually fixed the problem...
