Should rich people pay more for speeding tickets?

Why do people who don't own property get to vote for school budgets (ie school taxes) if they don't pay for property taxes ie school taxes? In NY every budget passes because the people voting arent the people paying. Currently paying almost $12K/year in school taxes.

Lets look at something else that's not a good or service that is arbitrarily determined by the government.. taxes. Which are progressive (scaled by income, for those of you suffering from downs).

It doesn't seem fair that someone who makes $400 a week pays the same for a speeding ticket as someone who makes $4,000 a week.
If the speeding ticket is $200, then that's 50% of the former person's weekly salary. That's only 5% of the latter person's salary. Obviously, this is a huge impediment to the poorer person, who may have to save up just to pay the ticket off, while the person with more money probably scoffs at the price and can pay for it immediately.

If taxes are paid on a percent of income basis, then why shouldn't tickets be done this way? A fixed amount seems pretty silly and inequal.

I'm wondering if anyone's been in a similar situation. I've been doing affiliate marketing for about 4 years now and have been successful by my standards and running a good amount of volume in other sources. However, these last couple of months have been really lame for me and basically breaking even. The shitty part is that I am fully aware that I can do much better and be successful again, but I just.. can't.

Seems like I've lost my drive. I spend most of my day sleeping until I awake naturally, taking the dog for a walk, watching the news, playing some video games, into the rest of the day. Sure, I do a little bit of work, maybe a solid hour or so, but the rest is wasted browsing reddit, playing games, or Skype chat.

I decided I'd just take a whole month off and recharge. Went on a vacation, and when I got back, I just said fuck it and haven't done shit since.

Any advice appreciated.
